Alcohol and tobacco quotas to Norway

In Norway, we have a quota on alcohol and tobacco. This means there is a limited amount of these products that can be brought into the country without paying high import taxes.

Quota without spirits

3 liters of wine (4 bottles) + 2 liters of beer / cider (6 x 0.33 l) + 100 cigarettes or 125 grams of tobacco products, and 100 sheets of cigarette paper

Quota with spirits

1 liter of spirits + 1.5 liters of wine (2 bottles) + 2 liters of beer / cider (6 x 0.33 l) + 100 cigarettes or 125 grams of tobacco products, and 100 sheets of cigarette paper

Quota consisting of only beer and tobacco

5 liters of beer / cider (15 x 0.33 l) + 100 cigarettes or 125 grams of tobacco products, and 100 sheets of cigarette paper

Current tobacco allowances when entering Norway

When importing tobacco into Norway, the following allowances apply:
100 cigarettes, 125 grams of other tobacco products or 100 grams of nicotine products, as well as 100 cigarette papers.

What is the value limit?

If you have been outside Norway for more than 24 hours, you may bring cosmetics and confectionery with a total value of up to NOK 6,000 without paying customs duties or taxes. This value limit applies only to other goods and does not include alcohol or tobacco products, which are subject to separate allowance limits.

If your stay abroad has been less than 24 hours, you may once within a 24-hour period bring alcohol and tobacco products with a total value of up to NOK 3,000 duty- and tax-free, provided that you can document that taxes and duties have been paid in an EEA country.

You may therefore not purchase duty-free goods during such short trips abroad.

Exchange rules for alcohol

The spirits quota can be exchanged for 1.5 liters of wine or beer/wine, while the wine quota can be exchanged for beer/wine by the liter. Wine and beer/cider cannot be exchanged for stronger beverages.

Exchange rules for tobacco

New quotas from January 1st 2022
– you can no longer exchange tobacco for wine or beer/cider.

Buy more than the quota

In general, as a traveler, you can buy more than the quota, but then these goods must be cleared through customs. Read more at toll.no.
Exceeding the quota amount
Note that due to our license, Tax Free Norway can only sell what the quota allows in our tax-free stores.

Max 60 percent

The import of beverages with an alcohol content exceeding 60% is prohibited.

Age limits

You must be aged at least 18 to bring beer, wine and tobacco products. You must be aged at least 20 to bring beverages over 22% alcohol.
